Will the average person care about more wind farms and solar farms, the more forward thinking probably might see it positively, though there will always be the obstructionist NIMBY tendency who will oppose for aesthetic reasons, personally I think there’s something quite futurist about it all, though there is a big problem coming up for Labour in 2030 with the proposed new petrol /diesel car ban. Electric cars’ costs need to come down to enable a policy like this to actually work.
A transition to Net Zero in 2035 rather than 2030 is more doable and practical to prepare to make sure that there is enough infrastructure to support the sheer scale of changes that will be needed to make it happen properly.
